I was playing with compiz just recently and found the default delay rather annoying too.
I'm not at the machine at the moment, but it can be fixed through gconf.
Run gconf-editor. There is apps > compiz > plugins > fade I think. You can play with the values. Possibly, disabling the plugin altogether should have similar effect. That should be somewhere in apps > compiz > general > active plugins or similar.
