I am not sure what level of ipset has been added to the RHEL 6.2 kernel as it was not there in 6.0 or 1 and then was added for 6.2 as a new feature. Maybe Redhat backported the later ipset to the earlier kernel. What they didn't include was the userspace utilities to actually use it - but if you search you can find a set of ipset-6.x rpms for el6 on a people.redhat.com site.
