May be a silly question, but, have you restarted the network service after altering the IP in the aforementioned file?
Try:
[root@host ~]# service network restart

If your previously assigned IP address has immediately been revoked, and you haven't restarted the network service, this could your culprit.

I did do that.. and i have restarted a bunch of times.. im wondering if i should wait another 48 hours??? i know last time i got static ips they really messed the whole thing up and gave them to someone else... so i had to get new ones... but instead of waiting a few days... im starting to think that they did the same thing again... ?? not unless there is something im missing... the modem is still in bridge mode...

Meanwhile, ask Tex to get them to pro-rate your bill for the time out of service.
