CentOS 6 is already in "Production Phase 3" upstream. From https://access.redhat.com/support/policy/updates/errata this means
Production 3 Phase:

During the Production 3 Phase, Critical impact Security Advisories (RHSAs) and selected Urgent Priority Bug Fix Advisories (RHBAs) may be released as they become available. Other errata advisories may be delivered as appropriate.

New functionality and new hardware enablement are not planned for availability in the Production 3 Phase. Minor releases with updated installation images may be made available in this Phase.

As I know RHEL 6.9 (Kernel 2.6.32-696) support Intel purley CPU. CentOS 6.9 using the same kernel. Who's know where can get CentOS 6.9 kernel release note or change log.

The CentOS kernel is built from the exact same source as the RHEL one. Any release notes will come from RH. The rpm itself has a changelog that you can view with rpm -q --changelog kernel-2.6.32-696.6.3.el6.x86_64 | less but it is identical to the rpm changelog from the RHEL version except for the top entry about "debranding".
