https://mirrors.cat.net/centos/timestamp.txt says "Sun Jan 20 03:09:02 UTC 2019" at the moment, which seems fairly recent. What kind of problems are you seeing with this mirror? Are you seeing the problems with CentOS content or, say, EPEL content? Which files seem to be missing or old? URLs to problematic files?

I confirm the following site has been updated.
