creating local repos?

It looks as if the option to rsync to recreate a local repo is unavailable at this time. I keep getting a "7.0.1406 module not found" error.

is this correct?

The CentOS mirror network was locked down a new weeks ago so that it only allows authorized public mirrors to connect to it. If you want to set up your own local mirror then you need to sync with one of the public mirrors not direct with the CentOS mirrors. If you want to host a public mirror then you need to write to the mirror mailing list and get your IP address(es) added to the list that are authorized to talk directly to the CentOS mirrors. The public mirror list webpage has a list of those that have rsync enabled.
The future appears to be RHEL or Debian. I think I'm going Debian.

CentOS 5 and 6 are deadest, do not use them.

I attempted to rsync from the same mirror i currently enjoy my updates for 6.5 from. These were giving me issues with 7.0.1406

If they're listed on the mirrors page as allowing rsync then that sounds like an issue to report to that mirror's admins.
