I have found that the paper size defaults to US Letter. I believe that the default was found from the locale LC_PAPER value, which is (and always was in my case) en_GB.UTF-8. I know a4 needs setting in 2 places
/etc/enscript.cfg
/usr/share/ghostscript/9.07/Resource/Init/gs_init.ps
I do not believe either of these is used in something like
man -t |lp
This gives A4 on CentOS 6.5 and Letter on 7
The printer is correctly identified as holding A4 on both OS.
Any clues on where to look would be appreciated.

It may be in the ppd file in /etc/cups/ppd/

There is nothing in /etc/cups/ppd on the Centos 7 system (printer is shared out from 6.5 system cups)
CentOS 7 system (correctly) identifies paper size as A4, so I'm fairly sure it has nothing to do with the printer.
