man pages and groff

I have some questions about the man pages in CentOS 7.

When I type man groff, than I see the man page for groff. It works. Then I read in the man page
Roff preprocessors:
eqn(1), grn(1), pic(1), chem(1), preconv(1), refer(1), soelim(1), tbl(1), grap(1).
I type man 1 refer.
The output is No manual entry for refer in section 1
I have tried yum install man-pages man-db man. Whithot success.

groff-perl is installed

I have tried a lot of other
man -k groff
afmtodit (1) - create font files for use with groff - Tps and - Tpdf
chem (1) - groff preprocessor for producing chemical structure diagrams
gnroff (1) - emulate nroff command with groff
groff (1) - front-end for the groff document formatting system
groffer (1) - display groff files and man pages on X and tty
grog (1) - guess options for groff command
gropdf (1) - PDF driver for groff
grops (1) - PostScript driver for groff
grotty (1) - groff driver for typewriter-like devices
gsoelim (1) - interpret .so requests in groff input
gtroff (1) - the troff processor of the groff text formatting system
nroff (1) - emulate nroff command with groff
soelim (1) - interpret .so requests in groff input
troff (1) - the troff processor of the groff text formatting system
zsoelim (1) - interpret .so requests in groff input

man -7 groff_ms
No manual entry for groff_ms in section 7
When I type
groff -ms file.ms -T pdf > file.pdf
troff: fatal error: can't find macro file s
Use of uninitialized value $fld in concatenation (.) or string at /usr/bin/gropdf line 1923.

[root@centos7 ~]# yum provides '*/man1/refer*'
Loaded plugins: priorities
groff-1.22.2-8.el7.x86_64 : A document formatting system
Repo        : base
Matched from:
Filename    : /usr/share/man/man1/refer.1.gz
yum -y install groff; man 1 refer <- works for me.
The future appears to be RHEL or Debian. I think I'm going Debian.
Info for USB installs on http://wiki.centos.org/HowTos/InstallFromUSBkey
CentOS 5 and 6 are deadest, do not use them.
