How often are the security or bug fixes released for 7.9 and how do i get notified about it.

They are rebuilt when Red Hat issues them for RHEL. That used to take a day or two but now seems to take a week or two. If something critical appears then it's more likely to be quicker than trivial patches.
You can subscribe to the centos-announce mailing list and once subscribed, log in to the mailing list web UI and you can pick which versions/arches you want notifications for. Or there is an rss feed that may or may not be going away once CentOS 7 sunsets (it runs on 7 using a tool that was removed in 8).
Worth noting that CentOS 7 only has around 40 weeks of life remaining so installing it now may not be worth the effort.

The future appears to be RHEL or Debian. I think I'm going Debian.
