Start by re-running this step NOT using Rufus. It is known to corrupt the CentOS isos as it copies them if the wrong options are selected. Use one of the tools listed on our USB Install wiki page (link in my sig below).- Installation Media - USB (centOS everything) creating using rufus (GPT partition)
The future appears to be RHEL or Debian. I think I'm going Debian.

Thanks. I will try it

I'd also add that there isn't a huge amount of point in installing new CentOS 7 instances now. It has less than 6 months of life left until it goes EOL and is retired. You'd probably be better off installing something newer, probably best to use EL9 and one of the newer RHEL rebuilds listed in my SIG again.

Wikipedia claims that Dell Optiplex model was introduced "mid-2012" and had Intel "3rd gen Core".
If so, then the machine is older than EL7 but its CPU should already support even EL9.
The issue might be with UEFI (on the motherboard). Early UEFI implementations were less perfect.
Does the motherboard have the latest firmware version? Dell seems to have released something up to 2017:

Then it's probably too new for CentOS 7 which came out in 2014 and goes EOL in about 5 months time. You'll be reinstalling with something newer in 5 months so why not just use that now?
