I was wondering at what time frame will Postgres 9.4 going to be included in CentOS distribution will it come as update to current CentOS version or is it going to be left out for next version.
PostgreSQL 9.4 is not yet released but it will be at any moment.
We have a large project in progress which desperately would need PostgresSQL 9.4's full text search in JSONB columns. And and customer is running CentOS and refuses to update software outside Centos distribution.

As part of the base distribution? Probably never in CentOS 6 or 7 - look for CentOS 8 in about 3.5 years.
RH might include it as an SCL enabled service at some point in the future though the status of SCL in CentOS is currently unclear to me.

The future appears to be RHEL or Debian. I think I'm going Debian.
