No. We ship net-snmp-5.7.2-37.el7.x86_64. Why do you think you need 5.8?

Since that's a base package, no reputable third party repo will touch it so you get what RHEL provides. If you want to request changes then I would suggest raising a ticket on bugzilla.redhat.com. If/when that is accepted and implemented and released for RHEL then CentOS will pick up the new package and rebuild it.

5.7.2 has a memory leak. I found snmpd using 161GB When can we get 5.8?

You almost certainly can't but if you have found a memory leak then you should report it on bugzilla.redhat.com and hope that RH will fix it in their version.
