By default the root partition is too small for my purposes(1.4gb). There are 27gb of unallocated space on the sd card. How do I expand the root partition to use this unallocated space (a reinstall is fine if necessary)?

I did that on a desktop computer, using GParted (a graphical utility for managing disk partitions). I put the uSD card in the desktop computer and run GParted. You have to resize the partition where root is located, in my case that is on /dev/mmcblk0p3. After that is finished put the uSD card in your pi and you will see that root partition has grown.
Maybe this also can be done on commandline, but for me this was the easiest way.

CentOS 7.7.1908 was just released, and we included a preliminary image for rpi4

Could you please post a URL to where I can find the image for the rpi4 architecture? I am somewhat new to the community and was only able to find the x86/x64 arch images.

http://mirror.centos.org/altarch/7.7.1908/isos/ then pick armhfp from that list and pick a mirror near to you. The filename you want is CentOS-Userland-7-armv7hl-RaspberryPI-Minimal-4-1908-sda.raw.xz
The future appears to be RHEL or Debian. I think I'm going Debian.
