I have a vps running centos7 and I use it to run an openvpn server to ditch internet restrictions in my country.
just today the server has been having these network issues:
1. the upload and download speed are incredibly low (dl:50mbit/up:5.0mbit)
2. high latency, which is totally felt when using the server. each input takes a good while to be registered.
it is clear how this has rendered the server from its intended purpose.
I've taken this up with the server provider but I haven't received any proper fix yet.

"VPS" reponse times are almost always an issue with the hoster. Often they are not even proper systems, they are e.g. openvz containers and hosters massively overcommit resources in the hope that not all of their customers on one physical machine with use all their allowances. First stop is the hoster.
The future appears to be RHEL or Debian. I think I'm going Debian.
