This site can’t be reached

The webpage at https://xx.xx.xx.xxx:2031/ might be temporarily down or it may have moved permanently to a new web address.
ERR_FAILED *(opera browser)
This time it happend with opera.
This happened to me several times over the past month with all browsers,I currently have access to the server with GoogleChrome. And when that happend for all browsers, i can use ssh console (putty) and ftp accounts, sites on server on that moment works without problem.
This usually happened when restart the server when the previous work on the server address logged over hostname.domain.com:2030
and no way to fix that,no matter if the firewall is enabled or not, i reinstall server several times becouse that.
The settings are all ok, and the hostname, I do not know if maybe there somewhere flaw in the hostname setting that can cause it so often.
Did someone explain to me what's going on and how to fix it, I can not let that happening?!

You need to ask for support from whoever supplies your control panel. We do not support things that we do not ship and we do not ship Apache httpd 2.4.39 or php 5.6.37 or mariadb 10.1.39 nor do we ship anything that will report itself as "ftp 1.0.47".

Also you are way backlevel on updates: Kernel Version: 3.10.0-693.17.1.el7.bug14347.centos.plus.x86_64 is from 7.4 and the current version is 7.6. You should yum update to current ASAP.

That is a fresh installed centos 7 with install comannds from centos-webpanel.com

Ok, i reed that topic. Tell me, then you are recommended to install and from where? Im confused now.
