Can't dnf update any app

When i use the command 'dnf update',always have error in 'Running transaction check
' What can i do to solve the problem?

Error: transaction check vs depsolve:
(annobin if gcc) is needed by redhat-rpm-config-116-1.el8.0.1.noarch
rpmlib(RichDependencies) <= 4.12.0-1 is needed by redhat-rpm-config-116-1.el8.0.1.noarch
To diagnose the problem, try running: 'rpm -Va --nofiles --nodigest'.
You probably have corrupted RPMDB, running 'rpm --rebuilddb' might fix the issue.
The downloaded packages were saved in cache until the next successful transaction.
You can remove cached packages by executing 'dnf clean packages'.

I had try the command " rpm --rebuilddb " which system advised
But problem has still happened

What output do you get from rpm -qa ? Is it a long list of hundreds of things? Or a short list a just a few?

What does rpm -a annobin rpm say?
The future appears to be RHEL or Debian. I think I'm going Debian.
Info for USB installs on http://wiki.centos.org/HowTos/InstallFromUSBkey
CentOS 5 and 6 are deadest, do not use them.
